East Honolulu is part of the City and County of Honolulu. It is not a stand-alone city. It is a census area that stretches from Kahala east to Makapuu Point. There is no stand-alone Hawaii Kai Substation that handles records, so all report copies go through HPD's central Records Division at (808) 723-3258.

HPD does not run an East Honolulu background check on its own. The agency refers all criminal history record requests to the HCJDC. HPD does issue police reports and crash reports under the Uniform Information Practices Act, HRS Chapter 92F. Case reports are released once a file is closed. For open cases, HPD keeps the record off the public file.

East Honolulu Online Police Report System

Certified court papers are sold only at the courthouse counter.

An eCrim East Honolulu background check may also return "No Criminal Convictions Found," which means no adult conviction matched the name. The Hawaii Criminal Justice Data Center is the state agency that handles most East Honolulu background check requests that need more than an online search. Payment is by credit, debit, Apple Pay, money order, or cashier's check made out to "State of Hawaii." No cash. Card pay adds a 3% service fee on any East Honolulu background check. Turnaround is 3 to 5 business days, or 7 to 10 days when a notary step is added. For those who do not want to drive into downtown, mail-in service is open to East Honolulu residents at a small fee cut.

Public Access Site for East Honolulu

The nearest Public Access Site for East Honolulu is at the HPD main station at 801 South Beretania Street. The phone line is (808) 529-3191. A printout costs $25. Only adult conviction data shows. Arrests without a guilty finding stay private under HRS § 846-9. Juvenile cases are sealed under HRS § 571-84 with rare exceptions.

Arrests tied to adult criminal conviction records from the Hawaii public record file are on view at the site. Pending cases do not show. The Public Access Site is open during HPD Records Unit hours. East Honolulu Sex Offender Registry Search

The Hawaii Sex Offender Registry is free to use. The site lets you search by name or by filters like zip code or street. Residents of East Honolulu can narrow a search to Hawaii Kai, Aina Haina, Niu Valley, or any block within the area. The results show a photo, a street address, and the list of offenses.

The registry is built under HRS § 846E-2. It is updated as offenders register or change address. An East Honolulu background check often pairs an eCrim name search with a registry lookup for a fuller picture of adult conviction records in the area.

Are East Honolulu Records Public

Adult conviction data from an East Honolulu background check is public under Hawaii's Uniform Information Practices Act, HRS Chapter 92F. Anyone can look up this data. Some juvenile case records are sealed under HRS § 571-84. Sealed items do not show on eCrim or at the Public Access Site. A court order can unseal a juvenile file in rare cases, but that is not the normal path.
