HPD District 4 Serves Kailua

Patrol, traffic, and first response in Kailua run through District 4 officers. Investigations and major case work route back to the HPD main station on South Beretania Street in town.

HPD District 4 does not run an on-site Kailua background check service. The district handles patrol, police reports, and local crime response. A Kailua background check that needs a state criminal history summary must go through the HCJDC. For a copy of a police report filed in Kailua, call the HPD Records Division at (808) 723-3258. The Records Unit works Monday to Friday from 7:45 a.m. to 4:00 p.m. and is closed on state holidays. Report copies for Kailua cases are released after the case is closed.

A Kailua background check that leans on local court records can pull from this court. Misdemeanor case files sit here until they are scanned or moved. Felony cases from Kailua do not stay here. No refunds are given after a search runs, so check the name and date of birth before you pay.

The Hawaii Criminal Justice Data Center is the state office that runs all fingerprint and most name-based checks. Kailua does not have its own HCJDC branch. Residents drive into Honolulu to the Kekuanaoa Building at 465 S. King Street, Room 102. Office hours are 8:00 a.m. to 4:00 p.m., Monday to Friday, with a closed noon hour and no service on state holidays.

HCJDC offers a few ways to run a Kailua background check:

Turnaround runs 3 to 5 business days for a plain check, or 7 to 10 days when a notary seal is added. Kailua residents can also mail a name-based check request with a money order and a self-addressed stamped envelope.

Public Access Site for Kailua Residents

Kailua does not host its own Public Access Site. The closest one is at the HPD main station at 801 South Beretania Street in town Honolulu. The phone line is (808) 529-3191. A printout costs $25. Only adult conviction data is shown. Arrests with no guilty finding stay closed under HRS § 846-9. Juvenile files are sealed under HRS § 571-84 with rare exceptions.

A printout is a snapshot of the state criminal history record file. It lists adult arrests tied to conviction cases. Pending cases are not shown. For most Kailua residents, the eCrim online route is easier than a drive into town for a Public Access Site check. The site is open during HPD Records Unit hours.

Kailua Sex Offender Registry Search

The Hawaii Sex Offender Registry is a free tool for any Kailua background check. You can search by name, zip code, or street. Kailua has its own 96734 zip code, so a zip search returns all registered offenders in town. Each listing shows the offender's name, photo, offense, and current address.

The registry is built under HRS § 846E-2. It is kept up as offenders register or change address. A common step for a full Kailua background check is to pair an eCrim name search with a registry lookup. The two tools run off different files, and a person may show up on one and not the other.

Are Kailua Records Public

Adult conviction data from a Kailua background check is public under the Uniform Information Practices Act, HRS Chapter 92F. Anyone in Kailua can look up this data. You do not have to give a reason for your request. The eCrim site is open to all, as is the Public Access Site at HPD in town.

Non-conviction data is closed. Under HRS § 846-9, arrests that did not end in a guilty finding stay private. Only criminal justice agencies can see those files. Pending cases also stay off the public file. If a case ended in an acquittal under Chapter 704 of the HRS due to mental disease or defect, the outcome may still show in the record check.

Some juvenile files from the Kailua District Court or the First Circuit Family Court are sealed under HRS § 571-84. Sealed items do not show on eCrim, at the Public Access Site, or on eCourt Kokua. A Kailua background check will only show what state law says is open to the public. Juvenile matters that moved up to adult court do show on the adult criminal history record file.
